can anything be public art?

After our presentations, I began thinking about what is public art exactly. I know that we discussed this in class and the beginning of this topic; however this question as struck me again. Could computers in the library be art? Could a student's notes be art? Could a webpage be considered public art?

In my opinion, the answer to all of these questions in yes. They are available for many people to view, so yes they are public art. A webpage is defiantly public art because anyone can see this online resource, even though it isn't a physical piece of art.
